He was born on 12 July 1965 in Fort Valley, Georgia, United States. He is 60 years old as of 2025. He is from Fort Valley, Georgia, joined the Navy through the NROTC program at Morehouse College in 1988, earning a bachelor’s in Computer Science and joining Omega Psi Phi Fraternity.
He got a master’s in Management from Troy State University in 1995 and attended the Joint Forces Staff College in 2010.
In September 2022, he was nominated to become a vice admiral and serve as the military deputy commander of U.S. Southern Command.
In July 2024, he was nominated to be an admiral and lead the United States Southern Command, usually a three-year role. In October 2025, Defense Secretary Pete Hegseth announced that Holsey would retire at the end of the year.
At that time, he was leading the largest Caribbean naval operation of his career. During a tense meeting with Hegseth that month, Holsey offered to resign after questioning the legality of U.S. military strikes on suspected drug-trafficking boats in the Caribbean.
