He was born on 19 September 1955 in Laredo, Texas, United States. He is 70 years old as of 2025. He finished his schooling in 1973 at J. W. Nixon High School.

After that, he completed an Associate of Arts degree at Laredo Community College, which used to be called Laredo Junior College.

He later studied at Georgetown University’s Walsh School of Foreign Service and graduated with honors, earning a Bachelor of Science in Foreign Service.

He also earned a Master of Arts in international trade from Texas A&M International University. Later on, he completed a law degree (Juris Doctor) at the University of Texas School of Law.

He went further and obtained a Ph.D. from the University of Texas at Austin. As of 2023, he was wrapping up another master’s program in defense and strategic studies at the Naval War College, slated to finish in 2025.

Career Details

In 1981, he started his own law practice in Laredo. By 1983, he was also certified as a customs broker. From 1984 to 1986, he taught international commercial law as a part-time professor at Texas A&M International University.

He served in the Texas House of Representatives from 1987 to 2001, representing most of Laredo. While he was in the state legislature, he worked on several key committees, including Appropriations, Higher Education, and Calendars.

In 2001, Governor Rick Perry chose Cuellar to serve as the Secretary of State of Texas. As of 2025, he is still the most recent Democrat to hold that position.

He spent 14 years in the Texas House of Representatives, from 1987 to 2001, and then briefly worked as the state’s secretary of state in 2001 — making him, as of 2025, the last Democrat to hold any statewide office in Texas.

He was first elected to the U.S. Congress in 2004, after winning a primary against the sitting representative, Ciro Rodriguez.

Known as a conservative Democrat, he has been easily reelected in every general election since then, while also facing and winning several competitive primary battles, especially in 2020 and 2022.

He received a pardon from President Donald Trump in December 2025. His criminal trial had been planned to begin in April 2026.
